Delays in domestic flights is a problem that many have experienced it. In order to protect the rights of passengers, the Civil Aviation Organization has adopted Regulation 2040, which forces airlines to pay certain fines in case of cancellation or flight delay. However, this did not reduce the flight delays in the country. Meanwhile, one of the most important reasons for the irresponsibility of airlines is the lack of reliable data for passengers. The existing problems can be summarized as follows:

  • Impossibility of selecting flight lines through a data-driven process due to lack of data or services based on it;
  • Waste of time for passengers due to various reasons, especially the irresponsibility of airlines;
  • Lack of knowledge for passengers about their rights as well as flight delays, and as a result, no demand for fines due to cancellation or flight delays by passengers;
  • Intentional change of flight signs by airports (in order to prevent registration as a delay), and the impossibility of monitoring and reporting it.

International experience showed that a data-driven public demand from officials and institutions can increase accountability. In this project, Transparency for Iran tried to reduce some of these problems by developing a low-cost system for the country and to make people aware of their rights.
