Although the country’s legislative system has tried to achieve the basic concept of transparency in sporadic efforts, including the law on dissemination and free access to information, the laws of the Fifth and Sixth Five-Year Development Plan, the law on Integrity Promotion of Administrative System, and so on, but has never been able to fulfill the mission and the main function of the great concept of transparency. Thus, it is necessary that transparency be well explained and recognized, the necessities and effects of its application be evaluated in different areas, and appropriate mechanisms be developed to promote and develop it in the governing body in accordance with international experience.

In this regard, the draft of the transparency bill was compiled by Presidential Center for Strategic Studies, and was made available to the public after several corrective edits. This draft law can be considered as the first independent and direct action in the field of transparency legislation, and the analytical study of its provisions, while explaining the strengths and legal initiatives in the bill, provides opportunities for its improvement and strengthening.
