By participating in free elections and within the framework of the country’s laws, people elect representatives and send them to the councils. In return for the rights that the law has given to the representatives, some rights are created for the people; so, they can finally make a comprehensive assessment of the elected representatives and make conscious decisions about them or their successors in the next election. Unfortunately, the City & Village Councils have been neglected in evaluating performance, and most of the reports of these institutions are generally non-standard, non-measurable, and completely non-transparent. The mere existence of a quasi-council organization and the holding of regular meetings, and ultimately the presentation of a report on the number of meetings and summaries of decision-making cannot determine true democracy. It is essential that the Council’s organizational structure be so transparent to the public through a variety of tools that, as a glass room, all its events are monitored and continuously evaluated by the public. In this regard, Transparency for Iran devoted part of its focus to the transparency of City &Village Councils across the country. The main achievements in this field are as follows:

  • Delivery of conflict of interest management plan for Ahvaz Municipality;
  • Approval of the conflict of interest management plan for Kashmar Municipality;
  • Approval of the structural and functional transparency plan of Rasht urban management;
  • Launching the Transparency website of Yazd Municipality (by launching this website, all contracts, activities, and services of Yazd Municipality will be fully available to the public.);
  • Approval of the conflict of interest management plan for Najafabad City Council;
  • Approval of the publication of information in the field of urban planning in Mashhad City Council.
